Rinse the quinoa in a fine mesh strainer. Heat the olive oil in a large pot over medium heat. Add the onion and garlic and cook for 5 minutes until softened. Add the red pepper and carrot and cook for another 5 minutes.
Add the ground ginger, quinoa, vegetable broth or water, and soy sauce or tamari sauce. Bring to a boil then reduce heat to low and simmer covered for 15 minutes.
Stir in the frozen mixed vegetables and cook for another 5 minutes until heated through.
