Heat oil in a large skillet over medium heat. Add garlic and shallots and cook for 1 minute, stirring frequently. Add bell pepper and tofu and cook for 2 minutes.
Add vegan fish sauce, brown sugar, chili powder and turmeric and stir to combine. Cook for 1 minute.
Add cooked rice noodles and stir to combine. Cook for 2 minutes or until noodles are heated through.
