Preheat oven to 375°F. Heat oil in a large skillet over medium heat. Add onion, bell pepper, and garlic and cook until softened, about 5 minutes. Add chili, cumin, salt, and pepper and cook until heated through, about 5 minutes.
Spread chips on a large baking sheet. Top with chili mixture then sprinkle with vegan cheese.
Bake for 10-12 minutes until cheese is melted and bubbly.
