Preheat the oven to 350°F (177°C). Line two 12-cup muffin pans with paper liners.
In a large bowl, whisk together the flour, baking powder, baking soda and salt for 20 seconds, set aside.
In a medium bowl, whisk together the sugar and melted butter until combined.
Whisk in the eggs, one at a time until combined.
Whisk in the vanilla extract and buttermilk until combined.
Add the wet ingredients to the dry ingredients and mix together with a rubber spatula or wooden spoon until *just* combined. Do not overmix.
Divide batter evenly among muffin tins (about 1/4 cup of batter each). Bake for 15-20 minutes or until a toothpick inserted into the center comes out clean. Allow to cool completely before frosting.
