Preheat oven to 350°F. In a large skillet over medium-high heat, cook the ground turkey with the onion and bell pepper until the turkey is no longer pink. Add the chili powder, cumin and garlic and cook for 1 minute.
Spray a 9x13-inch baking dish with cooking spray. Spread 1/4 cup of the enchilada sauce in the bottom of the dish. Place 2 tablespoons of the cooked turkey mixture in each tortilla and roll up. Place in the baking dish.
Pour remaining enchilada sauce over top of tortillas. Sprinkle with cheese.
Bake for 20 minutes or until cheese is melted and bubbly.
