Heat the oil in a large skillet over medium heat. Add the onion and cook until softened, about 5 minutes. Add the garlic, bell pepper, jalapeno (if using), cumin, chili powder, paprika, salt and pepper. Cook for 2-3 minutes.
Add the cooked rice and stir to combine. Add the black beans and tomatoes with their juice. Stir to combine.
Cover the skillet and cook for 10-15 minutes or until heated through. Serve hot.
