Preheat oven to 400°F. Line a baking sheet with parchment paper.
In a medium bowl, whisk together the flour, baking powder, salt and sugar.
Using a pastry blender or two knives, cut in the butter until the mixture resembles coarse crumbs.
In a small bowl, whisk together the eggs and cream. Add to the flour mixture and stir just until combined.
Stir in the lemon zest and blueberries.
Turn out dough onto a lightly floured surface and knead gently 6-8 times. Pat into an 8-inch circle about 3/4 inch thick. Cut into 8 wedges and place on prepared baking sheet.
Bake for 15-18 minutes or until golden brown. Cool on wire rack.
