Preheat oven to 350°F. Line two baking sheets with parchment paper.
In a medium bowl, whisk together the flour, cocoa powder, baking powder and salt.
In the bowl of a stand mixer fitted with the paddle attachment, cream together the butter and sugar until light and fluffy.
Add eggs one at a time, mixing after each addition. Beat in the vanilla extract.
Add in the dry ingredients and mix until just combined. Stir in the chocolate chips.
Scoop dough onto prepared baking sheets using a cookie scoop or tablespoon. Bake for 10-12 minutes until edges are set. Allow cookies to cool on baking sheet for 5 minutes before transferring to a wire rack to cool completely.
