Preheat oven to 450°F (230°C). Line a baking sheet with parchment paper.
Cut cauliflower into bite-sized florets. In a large bowl, combine flour, garlic powder, onion powder, smoked paprika, salt and pepper. Add water and mix until it forms a thick batter.
Dip each cauliflower floret into the batter and coat evenly. Place on the prepared baking sheet.
Bake for 20 minutes until golden brown.
In a small saucepan over medium heat, add honey, soy sauce or tamari and minced garlic. Simmer for 3 minutes until slightly thickened.
Remove cauliflower from the oven and brush each piece with the honey garlic sauce. Place back in the oven for an additional 10 minutes until crispy.
