In a food processor, combine the chickpeas, onion, garlic, cumin, coriander, baking powder, parsley, cilantro and flour. Pulse until everything is finely chopped.
Form the mixture into small balls or patties.
Heat oil in a large skillet over medium heat. Fry the falafel until golden brown on both sides.
Drain on paper towels and season with salt and pepper to taste.
