Preheat oven to 425 degrees F (220 degrees C). In a large skillet over medium heat, cook sausage until evenly brown. Drain grease. Stir in onion, green pepper, tomatoes, tomato paste, garlic, sugar, oregano, basil, fennel seeds, salt and pepper. Simmer for 10 minutes.
Brush 2 tablespoons of olive oil over the bottom and sides of each pie crust. Divide sausage mixture between the two crusts. Drizzle remaining 2 tablespoons of olive oil over the top of each pizza.
Bake in preheated oven for 25 minutes or until crust is golden brown.
