Preheat oven to 350 degrees F (175 degrees C). Grease a 9x13 inch baking pan.
In a medium bowl, whisk together the flour, baking powder and salt. Set aside.
In a large bowl, cream together the butter and 3/4 cup of sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla. Gradually blend in the dry ingredients.
Press half of the dough into the prepared pan. Sprinkle 1 cup of chocolate chips over the dough.
In another large bowl, beat together the cream cheese and 1/2 cup of sugar until smooth. Beat in 2 eggs one at a time until incorporated. Spread over the dough layer in the pan.
Crumble remaining dough over top, then sprinkle with remaining 1 cup of chocolate chips.
Bake for 30 to 35 minutes in preheated oven, or until golden brown.
