Melt butter in a large pot over medium heat. Add minced garlic and cook until fragrant, about 1 minute. Add garlic powder, onion powder, oregano, and basil. Stir in Parmesan cheese.
Add popcorn kernels to the pot and stir to coat with the butter mixture. Cover the pot with a lid and cook until all the kernels have popped.
Remove from heat and pour into a large bowl. Serve warm.
