Preheat oven to 325°F. Heat oil in a large Dutch oven over medium-high heat. Season ribs with salt and pepper. Add ribs to the pot and cook until browned on all sides, about 10 minutes.
Add onion and garlic to the pot and cook until softened, about 5 minutes. Stir in tomato paste and beer.
Bring liquid to a simmer and cover pot with a lid. Transfer to preheated oven and cook for 2 hours.
Remove lid and continue cooking for an additional 30 minutes or until meat is tender.
