Preheat oven to 375 degrees F (190 degrees C). Grease baking sheets.
In a large skillet over medium heat, cook ground beef until evenly brown. Drain grease. Add onion, bell pepper, garlic powder, chili powder, cumin and oregano. Season with salt and pepper. Cook for about 10 minutes.
In a medium bowl, mix together cream cheese and cooked beef mixture until well blended. Set aside.
Unroll pie crusts on a lightly floured surface. Cut out circles using a 3-inch biscuit cutter or glass. Spoon 1 tablespoon of the beef mixture onto one half of each circle.
Brush edges of circles with egg white. Fold dough over filling; press edges together to seal.
Place empanadas on prepared baking sheets. Brush tops with egg white.
Bake in preheated oven for 15 minutes or until golden brown.
