In a large bowl, combine cumin, chili powder, garlic powder and paprika. Season pork with salt and pepper, to taste. Add pork to the bowl and stir to combine.
Heat vegetable oil in a large skillet over medium high heat. Add pork and cook until golden brown and crisp, about 6-8 minutes; stirring occasionally.
Stir in orange juice, lime juice and garlic. Bring to a boil; reduce heat and simmer until pork is tender and cooked through, about 10-15 minutes.
