Preheat oven to 375 degrees F (190 degrees C). Grease muffin cups or line with paper liners.
In a large bowl, combine flour, sugar, baking powder, salt and poppy seeds. Make a well in the center and add oil, egg and milk. Stir just until moistened.
Fill muffin cups 2/3 full and sprinkle with lemon zest. Bake for 20 to 25 minutes or until golden brown.
Cool in pan on wire rack for 5 minutes before removing from pan.
