In a large skillet, cook the beef, onion, garlic, Italian seasoning, salt and pepper over medium heat until the beef is no longer pink; drain. Stir in tomato sauce.
Spread 1/4 cup of the cheese over each noodle. Top with about 1/3 cup of meat mixture. Roll up jelly-roll style and place seam side down in a greased 13x9-in. baking dish.
Pour remaining tomato sauce over roll-ups; sprinkle with remaining cheese. Cover and bake at 350° for 25 minutes or until heated through.
