Preheat oven to 350 degrees F (175 degrees C). Grease 12 muffin cups or line with paper liners.
In a medium bowl, whisk together the flour, baking powder, baking soda and salt. In a large bowl, beat together the sugar and butter until creamy. Beat in the eggs until blended.
Stir in the dry ingredients until just blended. Divide the batter evenly among the prepared muffin cups.
Bake for 20 minutes in preheated oven, or until a toothpick inserted into center of a muffin comes out clean.
Cool in pan for 5 minutes before removing to cool completely on wire racks.
